You receive a written report against the agreed metrics each month, and administrative access to every platform on which your budget is spent. Your data and your accounts remain yours.
Budget moves towards what is demonstrably working within the month rather than at the end of a quarter, and the reasoning for each reallocation is recorded in the report.
